To a great extent, the fate of an enterprise is decided by the
success or failure of multiplied projects that it is engaged, the
success of the projects depended upon the project management
mechanism and project management capabilities. Therefore, to do the
jobs well in these two aspects is an important responsibility of
the operational leaders.
VCPEL Laboratory for Organizational Behaviors thinks that all the
work, no matter the establishment of the project management
mechanism, or raising the project management ability, should be
carried out in relation with the basic framework of the project
management. The basic framework includes 5 courses and 9 essential
elements. Once the courses and essential elements are seized hold
of, by allowing the enterprises to operate on the deck of staffs,
techniques and process as a whole, with the clarified project
